By no means am I an expert, but I doubt I would spend 5 bucks on such an item. If you use a decent stick, moreover and decent shaft and a properly shaped leather cue tip then this will in no way enhance your break shot. The contact between the cue tip and the ball is almost instantaneous, how much possible time could there be to worry about deflection?

The reason I doubt this will gain you much if any advantage is that a good break shot strikes the cue as close as possible to the vertical axis of the cue ball, you can wander up and down if you want to control the action of the cue ball after it hits the rack, or in the case of 9-ball to pocket the 1 ball in the side pocket, but do not wander left to right, if you wander left to right along the horizontal axis you are losing control of the cue ball and no amount of equipment will help you then.
Keep the stick as level as possible and concentrate on hitting the cue ball as close to the center (Horizontaly) as you can and hit the front ball square and your break will be as good as any, except for Johnny Archer's, that guy just ain't human.
