"Stung by criticism that Pyongyang had boycotted the last round of talks scheduled for September, the North Korean foreign ministry said that Bush's hostile policy towards the Stalinist state was responsible for the delay.
It said Bush was using the nuclear issue to mislead US public opinion in a bid to win votes for reelection against Democratic challenger John Kerry in next month's US presidential election.
The statement, carried by the official Korean Central News Agency and attributed to an unnamed spokesman, said North Korea's desire for a solution to the impasse remained unchanged.
But it accused Bush of using six-party negotiations involving the two Koreas, China, Japan, Russia and the United States as a smoke-screen to hide his goal of overthrowing the Stalinist state by force.
"It is the consistent stand of the DPRK (North Korean) government to seek a solution to the complicated and sensitive nuclear issue through bilateral negotiations and... this stand still remains unchanged," the statement said.
"The six-party talks can be resumed right now if the US rebuilds the groundwork of the talks with a willingness to make a switchover in its hostile policy toward the DPRK though belatedly," it said.
North Korea is thought to favour Kerry, who has called for direct talks with Pyongyang, over Bush who has refused bilateral dialogue and champions six-party talks."
