help with split rail fence measurement

putting up a split rail fence across the back of my property.....with the posts being black locust and the rails being hardwood... zoning restrictions limit me to a 42" high fence.....seems pretty low....wanted to do a 4 foot fence...

there`s about 4 to 6 inches of play between the top rail and the top of the posts....i don`t want to fool with a variance hearing...

my question is....for a rustic split rail fence...,is the height measured at the top of the post or the height of the top rail?....

that`s the main question...also,i`ve been told...and read... that if i hand tamp the posts real good,that will be fine....that cementing black locust posts will cause them to rot faster....

I don't do alot of split rail fence. I would say they would measure it from the top of the post so make sure that is 42" and everything should be fine.

posts should be a minimum of 18" in the ground and I would use quickrite cement and don't worry about the rotting. That fence will be there for years. If you just tamp it down with dirt expect the fence to fall over at some point. With wind and rain it just wont hold up.

I doubt anyone would ever come out and measure your fence for zoning restrictions. In Georgia they don't even do what they are supposed to do, much less look for that kind of stuff.
