Betting "units" in baseball question?

I've bet baseball for years, but I have a question about "units".

When someone says

Atl -135 (3 units).

Do they mean risk 3 units or bet enough to win 3 units?

If you consider $100 a unit...it's any denomination you classify as a unit

A "unit" is your normal wager, could be $10 or it could be $1000.
Since risk wasn't specified it would be bet to win 3 units.
