i believe it has to do with oxidation and the area of the rust. since rust usually occurs in a such a small area of a vehicle it will not produce heat.
but a statement of rust not producing heat is not true in some cases.
Changes in the energy held by chemical bonds in the oxidation of iron yield a net loss of energy from the reactants, and this net loss escapes to the surroundings where it is felt as heat.
I think this is somewhat close it may not be the answer u are looking for though.

let me know if this is the correct answer. it has been awhile since i have used some of my scientific knowledge lol.
A rusting car does not give off heat either because the reaction goes to equilibrium as an ENDOTHERMIC reaction or the reaction is so slow that the heat is not felt. In other words the surface area in which the oxidaton is taking place that the heat cannot be detected.
An EXOTHERMIC reaction emits heat and ENDOTHERMIC absorbs heat.

yes fatdaddies answer explains it better. i for the life of could not spit out the the 2 different reactions.

I insult people all the time and didn't have to look anything up. If I don't know what something means when they call me it I just make fun of them and call them an idiot and tell them that they don't even know what they are saying at which point they usually try to explain themselves.
