hands down - visa all access card.

you can fund at a local retailer near you, just use there website to find the one nearest to you. then when u withdraw they send it to that card & you can go get CASH straight from ANY ATM.

thats the site to find out where you can buy them. you can also order your own, which I have done online. They take 7-10 business days, but you can buy one right away from any of the listed stores when you enter your zip code.

fees are cheap. I pay $10 a month for unlimited use of my card. the fees are also listed on the list. Ive only ever tried 2 ATM's but they both worked and im 90% sure you can use it at ANY ATM.
