For me, it comes down to Illini's inability to test Wisky's secondary. Penn State came out in the second half to take away the run and Illinois had the following drives:

Badgers played as expected and the Illini played well

Williams still can't throw the ball but he is making much better decisions throughout the game in the pass and in the pitch. I don't think he's thrown a pick in the past 3 games which is what's so surprising to me. They've got as much talent as anyone in the Big 10 outside of OSU, Michigan and PSU, but Zook's handling a game plan much better than I thought he would.
