You WOULD get a ticket. The definition of the High Occupany Vehicle (HOV lane) is an added occupant who could potentially be driving another vehicle but isn't thus lessening congestion.

Doesn't that defeat the point of carpooling? The point is to get cars off of the system, but a mom with her curtain climbers in the cars isn't doing that. Those kids can't drive themselves.
Now, if mom has four OTHER moms' kids in her car, now you're talking!
