No because kc had time outs remaining. In that situation if a player goes down the ref will blow the whistle and since kc had time outs they called one and stopped the clock.
A bills player did not have to touch him in that situation. The ref would have blown the whistle and kc would have had the opportunity to call time out. Whether touched or not.
