The trick is that when you do the first subraction, you will always get a number whose digits add to 9, 18, or 27. When you circle a digit and write down the rest, you just add whatever it takes to reach 9, 18, or 27 and you have your answer.

The reason you make the stipulation that you cant circle a 0 is if the remaining digits add to 9 or 18, then you wouldnt know if you circled a 0 or 9, so you eliminate that chance of guessing.
