Any HVAC guys out there?

Can someone explain to me why when they ran the exhaust pipes for our furnace outside, there are 2, one of them is facing directly to the ground, while the other one has like an S end on it and faces straight out?

The reason I ask is our house faces west and the pipes run out the back of the house and when we get an east wind and the heat runs, our house stinks of the burned gas fumes.

I don't know if the pipe is maybe clogged or if a strong wind is enough to just blow the exhaust right back into pipe and right back into the house. Where we live it's always windy so it's not like light winds when it blows.

I am going to buy another PVC pipe fitting that faces down and see if that will help, but anyone have any other suggestions?
