Why is this line only Bucs -3? Do the Jets actually win this game?

This opened at -1 during the summer and was slowly bet up. Tampa was -2.5 -120 at LVH and Cantor when I was in Vegas in early August. Must be very one-sided money to move from -1 to -3.5.
