Cap and Trade?

What kind of cap? One of my leagues has a limit on the number of transactions, which I don't particularly like, but I don't know of any other caps....
I've never been in a league that doesn't allow trades.... I've been in several where the owners simply won't trade or only send very lop-sided offers for trade, but never seen one that flat out bans trades.
