That is a bogus mock draft. He is projecting Williams late because he is "assuming" Williams will run a 4.7. Williams has not been timed yet and is scheduled to run in early April. IF Williams runs faster than a 4.7 he will project Williams much higher in the draft.

In defense for anybody who thought so, they had a very good reason to think so. For example, look at rookie WR Boldin for the Arizona Cardinals last year. He ran a 4.7 and was drafted in the 2nd round. Look at the impact he had in the NFL.
NFL focuses too much on numbers instead of football players. If Williams stayed and was drafted next year he would be a top 5 pick. Williams has a huge disadvantage over all the WR's in this upcoming draft.
He declared late and is not 100% in shape. The other players have been training specifically for the workouts and improving their 40 times. Williams has been training for playing football next year at USC and is 10 pounds over his playing weight. If he declared after the season, Williams would be much lighter to try and improve his 40 time because the NFL puts so much emphasis on 40 times.
Lastly, the NFL scouts have less info on Mike Williams because he declared so late. They have been scouting the other talented WR's for months before Mike Williams. Now they must re-evaluate Williams and everybody in the draft who has declared.
These are the reasons Carroll told Williams "not" to go Pro. People wrongly thought Carroll was being selfish. Williams has a huge hill to climb to make up ground on the other talented WR's in this draft. Not to mention this draft is loaded with great WR's.
