Could this ever be done to lower medical prices?

Scotts thread bashing docters got me thinking, what if there hospitals that required a waiver against malpractice(sp) or at the least a maximum of 100K or so. Obviously you would not have to go there if you didnt like, but if there was such a place that could charge 30%(random #) less for care do you not think they would stay busy. Obviously some will not and would not like it, but legally could it be done? Obviously lawyers wouldnt like it, but if legal I would think it could really help the people that "choose" it.

you sign a waiver that they are not responsible

for anything that happens while in their care.

I think it works the same for humans.

there has to be better ways .
