I think he had to quit for his irresponsible behavior and tarnish on the school. However, I've dreamed of having a job like this since I started working where I could get "bought out".

from ESPN: The deal between Eustachy and Iowa State gives the coach $110,000 for the remainder of 2003 and a lump sum of $850,000 on Jan. 1, 2004.

Must be nice to get paid nearly a million dollars for quitting a job after you brought it on yourself for being an asshole. If I was an Iowa State alum, I think I'd be pissed!! Unreal!

Why did he settle for such a small amount considering he was under contract for like 7-8 million????

I believe there was a clause about "causing shame to the program" where he could be fired outright. I don't know the exact wording. From following the story this seemed like a logical end for both parties.
