Explain the concept of "steam" to me

I'm pretty sure I understand it, but could someone please explain the concept of betting "steam" to me. Also, anyone have any thoughts on when the "smart money" comes in, or is there no real way to no. I have been watching line moves a lot lately, and haven't really been able to pick up on much. Any input is appreciated.
