Why do they have such a hard time getting the play off?

They have had some bullshit penalties called on them as far as offensive interference though.A philly defender runs into his teammate and they call a pick play,had to be one of the worst calls I have seen today,other then Antonio Brown literally pushing the defender down and then catching the TD and no penalty for offensive interference.
