Not sure if this makes sense, but remember a law is a law.
It is only harmful if enforced.
A cop can give u a ticket for not wearing a seat-belt, or he can overlook it.
After this bill was passed , law enforcement wasted no time in enforcing it, i mean they were arresting every person related to it, and subpoenaed every banking institution on it, they were in the waiting blocks just ready to pounce.
If they thought it was a joke , they would just overlook it, but no, they are on it like Bush is staying the course.
