HD channels

I have a question, if a TV is HD already, why do I have to pay for a HD package, tuner etc to receive HD channels from the Direct TV company?
Also, how can I receive local channels if the Direct TV company in my area doesn't offer them? Thanks everyone.

You can get local channels as long as you have an antenna to receive hd. You have to have DTV hd package to receive espn, espn2, etc.
