No - not all Chechens are terrorists but I would be pretty sure that if you built bombs out of pressure cookers and exploded those bombs at a sporting event, killing and maiming many people, then you would be considered a terrorist.
Linking that to what the news media is reporting that the police have found out about the 2 brothers web searches, social media pages, etc, then I think you would consider these two terrorists.
And, based on how this country now operates, they would never consider themselves "American", even if they were naturalized. I'm sure they would call themselves "Chechen-American", because it is so important to let people know your heritage and to delineate America by it.
But hey, Bed Bath and Beyond has now quit selling the AR-15 Assault Pressure Cooker.

You need to lighten up until we know more. Are these two terrorists? Yes, of course. Are they Muslim religious terrorists? We don't know. Maybe they are Tim McVeigh or Eric Rudolph, non-religious terrorists.
