Supposedly it's so that there is less chance of overlap of the national broadcasts. Typically, one network will have it's games start at 4:05, and the other at 4:15...and then the next week it's reversed and the early network gets the later games, and vice versa.

This week there are no 4:05 games as CBS has no late games, due to US Open tennis.
