April's best and worst pitchers

Hey batter, batter... swing batter, batter.
Just like that, the 2003 major League Baseball season is upon us and with it comes our annual trek inside the world of 'good month' and 'bad month' pitchers.
Like the weather, pitchers also have good months and bad months. That's evidenced by their performance in team starts (games won or lost by their team in games started by a pitcher) over the years.
With special thanks and assistance from baseball handicapping colleague extraordinare Tom Freese [link edited by admin]each and every month this season we'll present the pitchers who have performed above or below the norm in their good months and bad months in games from 2000-2002.
Now, let's take a look at April.
