Somehow, despite what is there in print and obvious in the physical world - you are correct on this matter. I will not deny the words spoken by their own editor.

Lameness of the report. How ever so many were talking about it. If those are reasons of thought of why and what for. Story should have been on 2 ND page. Why mention it at all on first page until all facts are good ones and you have more to say.
