Below are a few rules changes for the 2004 football season.



-- The number of the player who commits a penalty will be announced.

-- The head coach can call a timeout.

-- On a kickoff, the receiving team has the option of adding five yards at the end of the return if the kicking team is offsides.

-- If the offense makes a substitution, the umpire will not allow the ball to be snapped until the defense has about three seconds to react. If the play clock runs out before the defense makes its adjustment, the offense will be penalized for delay of the game. A second infraction by the offense could lead to an unsportsmanlike conduct penalty.

I am all for that. Glad they are going to announce the guilty player. It also helps on replays to see if there really was a penalty or not. Great move by the NCAA.
