Need explanation.....Pads/Nats extra innings!!

Not actually watching the game......Pads take 4-3 lead Top 12th. Nats get lead off double bott 12th. Pitcher Craig Stammen is batting!

Why the F are they not pinch hitting?????? Don't tell me they ran out of players already!!! If so, that explains it, but WTF!!!!
