Wide receivers can now wear numbers 10 through 19 if they want without needing a special exemption (like Keyshawn Johnson). Previously, wideouts were able to wear these numbers only if all those in the 80s were either used or retired by their team.
Head coaches can call timeouts from the sideline rather than having players do it on the field.
A punt that rolls into the end zone is automatically dead, and need not be downed by the kicking team. This may save a few seconds on the clock in some games.
It is now illegal for the receiving team to advance a punt that bounces if a receiver had signaled for a fair catch -- unless a member of the kicking team touches it while it's rolling around
