Over/under in Cubs game looks strange????

Most books have the total set at 9 1/2 -140 or so-

To me this looks like the books what under action. Wind is blowing out, slight over ump, and Cubs bullpen not in good shape?

Why not play the over?

There is a large variance between the books on Don Best. Prices range from 9o-15 to 10u-25. That is almost worth betting both side and hoping it hits 9 or 10.

i think we get alot of offense by one of the teams today.
