Does anyone know either (a) how one goes about acquiring the rights to use trademarked logos on merchandise for purposes of sale (such as using an NCAA college logo on a hat or tee shirt), or (b) where to start looking to find the answer to that question other than a general Internet search?

Any input is greatly appreciated.
