usually when the runner on board will have no effect on the outcome and steals....when a team is up by 3 say and there are two outs and the man on 2nd steals 3rd....they don't bother throwing.....

Just a throw in...if UR up by a many # of runs and they dont bother throwing on a steal..the runner doesnt get credited with a steal either
