Why was the "victim" being cuffed once the police backup arrived??:shrug:
She doesn't know what is going on at first glance. All she sees is a guy with his hands on the hood of the car. (A classic "booking stance") So, she just started to cuff him up.
It looked like the other cop started to wave her off as the "camera man" was being told to exit the vehicle.
He should have been cuffed anyway, until things got sorted out. Being "cuffed" does not mean you are under arrest.
As for ol boy? Nothing really prevented him from rolling up the window, and driving away!
