Tom Savage will be the Houston Texans starting quarterback as the team makes their preseason debut against the Carolina Panthers, head coach Bill O'Brien told John McClain of The Houston Chronicle.

Savage has been in a quarterback competition with first-round pick Deshaun Watson through training camp. Watson, along with third stringer Brandon Weeden, will also play in the game.

"Tom's going to start the game," O'Brien said. "Deshaun and Brandon will play."

O'Brien said the pace of the game will determine how much each quarterback plays. He's not putting high expectations on the offense's production in their first preseason outing.

"Good operation of the offense," O'Brien said about what he hopes to see from the offense. "Take care of the football. Getting in and out of the huddle quickly. From all three of them, just a clean game, a clean operation. Everybody on the same page, and see if we can score some points."

Players who are healthy will get on the field when the Texans begin their preseason schedule with a nationally televised game (NFL Network) at Carolina.

"Playing everybody," coach Bill O'Brien said after practice Monday. "Everybody that's able to play, will play.
"I'm not sure what the big deal is on that. If they play well, maybe we'll take them out. Maybe if we go out there, and we're slopping around and we need some more rhythm in all three phases, we'll keep them in.

"But everybody that's healthy and ready to go will play."

The early weather report called for rain in Charlotte on Wednesday. The most recent forecast calls for a clear sky.

Carolina Panthers quarterback Cam Newton did light throwing again Monday, but is not expected to play in Wednesday?s preseason opener against Houston.

Newton hasn?t thrown in live drills since July 30, when he experienced a setback in his recovery from rotator cuff surgery. But he?s now done light throwing three days in a row, including the last two days with head trainer Ryan Vermillion during practice.

It?s been more than a week since the Panthers shut down Newton after he experienced pain in his right shoulder. He had participated in the first five practices of training camp, although his passes seemed to lack their usual zip.

QB play among Bill O'Brien's focus in preseason opener

After two long weeks of training camp, the Houston Texans will finally get to compete against another team in Wednesday's preseason opener, and Tom Savage is looking forward to it.

"I know our offense and defense are kind of getting on each other's nerves right now, so it'll be good to take it out on someone else," the quarterback said with a smile.

He will get that chance after being named the starting quarterback for Wednesday's game against the Carolina Panthers, where he said his goal for the evening is simple -- score points and protect the football, both things that the Texans struggled with at quarterback last season.

Here are three things to watch on Wednesday night:

What will Houston get at quarterback? Texans head coach Bill O'Brien said all three quarterbacks -- Savage, Deshaun Watson and Brandon Weeden -- will play against the Panthers, starting with Savage. While Savage is currently the starter, Houston does not know exactly what they are getting from him.

He has been with the Texans since he was their fourth-round pick in 2014 -- O'Brien's first season with the club -- but has only appeared in five NFL games and started just twice. Savage has been injured each of his first three seasons, and is yet to throw a regular-season touchdown. Savage has looked good during training camp, but his true test will come in live action.

Watson, who the Texans traded up in the first round to draft with the No. 12 pick, has impressed their coaching staff in his less than four months with the team. He has done a good job of picking up the offense in practice, but in-game action will be a different story. Watson will likely work with the second team in the game and will have the chance to show the progress he has made.

O'Brien said he is looking for all three quarterbacks to have a "good operation of the offense," to "take care of the football," and to get "in and out of the huddle quickly."

"From all three of them, just a clean game, a clean operation," O'Brien said. "[Get] everybody on the same page and see if we can score some points."

How much of J.J. Watt will we see?

The Texans have been careful with Watt during training camp as he returns from back surgery, but he said he's looking forward to being back on the field and being able to hit the quarterback. Watt returns from injury to a Texans' defense which finished 2016 ranked No. 1 in the NFL, and can make a big impact in his return.

In practice, he and outside linebackers Jadeveon Clowney and Whitney Mercilus have done a good job putting pressure on Savage. While it remains to be seen whether he can return to the level he played at in 2015 -- 17.5 sacks, 76 combined tackles, three forced fumbles and an NFL Defensive Player of the Year award -- getting back on the field on Wednesday will be a good test for Watt.

How will the offensive line look without Duane Brown?

A year ago, when the Texans were playing preseason games without Brown, it was because he was recovering from an injury. When Houston takes the field without the veteran left tackle on Wednesday, it's because he did not report to training camp, an absence that is thought to be contract-related. It seems unlikely that Brown will continue to hold out during the regular season, but the Texans' first preseason game will be a good indication of where the group will stand if he does not show up.

Without Brown, O'Brien is likely to start Kendall Lamm and Chris Clark at the two tackle spots and see if either is capable of starting at another position of need -- right tackle, assuming Brown eventually returns to play on the left side.

With Cam Newton and several other Panthers veterans inactive in tonight?s game against Houston, this one will be about depth and watching which younger guys can be difference makers for the team.

Here are four potentially interesting matchups to watch tonight.

Amini Silatolu vs. Jadeveon Clowney
Matt Kalil has been dealing with a groin injury, and will more than likely not be starting this first game. Enter Amini Silatolu, a sixth-year guard who will be attempting to revamp his career after a few less than stellar years with the Panthers and one with the Bears. It will be trial by fire for the 28 year old, as he will immediately be going against Jadeveon Clowney. Clowney has been having a problem staying healthy in the NFL, playing in only 31 games in the past four years. But when he?s played, he has shown major flashes. Many are projecting Clowney to go off this year, especially being opposite of a healthy J.J Watt for the first times in his career.

Russell Shepard vs. Kevin Johnson
Kevin Johnson is an up-and-coming cornerback that many around the Carolinas may be familiar with. He graduated from Wake Forest and was picked in the first round of the 2015 NFL draft. He had a stellar rookie season but in his sophomore year he ended up on season ending injured reserve.

He will be going up against Russel Shepard in the slot, a young and rising player much like him. Shepard is the opposite of Johnson ? an undrafted free agent in 2013, who has made a living on special teams the past few years. Shepard was signed to a two-year deal with the Panthers over the offseason. Whoever gets the better of this matchup will get a boost for their respective position battles.

D?ona Foreman vs. the third team defense
Expect to see this guy, and a lot of him. Foreman was a standout running back at Texas. He is the definition of a ?balanced? halfback, with his pro comparison being Jonathan Stewart.

Drafted in the third round, it?s likely that Foreman gets a slew of carries in his first NFL game so the coaches can get a hard look at him before the season. On the Texans official depth chart he is listed as third behind Lamar Miller and Alfred Blue, which would pit him against Carolina?s third team defense, who may have their hands full.

Deshaun Watson vs. the backups
Another name that Panthers fans will be familiar with is Deshaun Watson, who won the National Championship game with Clemson in 2016. Listed as second on the depth chart behind Tom Savage, it?s unlikely he will go against former Clemson defensive standout Ben Boulware, who will be working with the third team.

Watson will be going against the Panthers second team defense, featuring David Mayo, Jeremy Cash and Jared Norris. Watson is likely on par with these players at the moment. He was drafted 12th overall, way higher than any of the players on the Panthers? second team. It will be interesting to see how he fares against an NFL defense for the first time.
