Casinos can afford modern HD CCTV cameras, and don't usually try to cram 24 hours of recording 100 times on a 6 hour video tape. Or don't use low bit-rates for cheap poor-quality storage.

Black and white is better in low light (IR the best). And much cheaper too.. .Remember, cameras are mostly used for deterrent effect, not for actually catching someone.
A wide angle color camera (and storage) covering a whole part of C-Store would have to be fancy and very expensive to achieve the resolution to blow up a face or tattoo at even a moderate distance. Even banks don't spend much money on such equipment. In a small town, forget about it. Way too expensive they all figure.
