Similar to Peer-to-Peer wagering that Matchbook.com offers where you don't bet with the book, you bet against other customers and thus can negotiate for a better line since there is really no juice involved. The book takes a commission for setting up the wager. Take a look at Matchbook.com, I am sure they have a tutorial that explains it much better.
In thoroughbred wagering you can get better odds on the horse you want if someone is willing to take the bet, on the other side you can take someones bet if you think theit horse is a loser, thus making you the book in a sense.
