No, that would appear to be public money that moved that line because it was slower and steady. For a move to be a steam move at least four major books have to move their line by 1/2 point or 5 cents "all within 15 seconds of each other". It is that rapid burst of movement that creates a steam move. The public is very unlikely to create that kind of movement that quickly. Most line moves are public moves.
