Stupid ?. Help please

A year-and-a-half ago, congress sufficiently scared me and I withdrew all my funds from on-line books and Netellar. I haven't bet a game since and I have a big itch now.

Please tell me, how can I move money around? Can I still use Netellar? Can I still fund Netellar from my US bank account?
