Mr Guehenno said although significant progress had been made in reducing the number of cases of sexual exploitation following an investigation in the Democratic Republic of Congo two years ago, much more needed to be done.
“Allegations being lodged against UN peacekeeping personnel remain high and unacceptably so,” he said. He noted “how hard it is to change a culture of dismissiveness, long developed within ourselves, in our countries and in the mission areas.”

if even 1/10 of that number were being investigated against coalition troops, the media would be in 24/7 hyperventilation mode. ....
thankfully,there's the commission to study the creation of a "commission to study sexual abuse".....but, it can't be formed until the u.s. is assessed 85% of the costs.....
meanwhile, kofi and friends will need to go on some fact-finding missions in switzerland and a few other places, sending the bill to washington.....
this is about as absurd as the argument in california regarding the amount of allowable kiddie-porn a pedophile can have without violating their parole / committing a crime....
