Very low payoff?

last night at the meadowlands(11-20) the early double of a $5.40 winner in the first race with a $71 winner in the 2nd race returned a $2 daily double payoff of $46.I have no clue as to why it paid so low if anyone has an answer please let me know.by the way these are the thouroughbreds and not the trotters so im just baffled.thanks

I would think that the connections of the $71 dollar horse knew what they had and placed more money in the exotics than on the win so as not to lower the odds on it.

Or everyone and their brother who had the $5 horse either wheeled to the next race, or choose long shots along with a possible bet on the next race favorite....
