Yes, many would argue that elementary and high school teachings are focused on creating a "productive citizen."

And depending on what discipline(s) one engages in during post-secondary studies, they may be exposed to and encouraged to think more critically; to question and challenge conventions in order realize their own truths. This is what the humanities and social sciences promote, and why there is such a strong attack on these disciplines from the powers that be.
