Foot Still A Mystery

This turned up in a local landfill, leading to a full day's search for the rest of the body. The Virginia Medical Examiner's office has determined that it is not human suggesting that it appears to be simian. When I think of a monkey's foot, it appears to be more like a hand, not like this. The local authorities don't seem to be taking this investigation any further since it's no longer considered as a homicide. Does anyone have any idea what it is?

its a bear paw with the toes cut off as they normally are by trophy hunters to make necklaces out of the claws.. Very common practice among poachers and also a very common area for poachers to illegally poach garbage sniffing bears.
