What's wrong with Baltimore school system?

I read that only NY City spends more money per student than Baltimore.
Only 15 Percent of the Baltimore City students passed the standardized English test and only 11.9 percent passed the math test.
BLM, Sharpton and others need to spend more time trying to correct the problem.
Kap and Lynch need to take a knee for these kids.
Things will never improve for these inner city kids until they can get educated.
