I'm guessing it has to be one of
Azeri, War Emblem, Medaglia D'Oro or High Chapparel. Outside shots to Vindication and Street Cry. My hunch right now is that they'll hand it to War Emblem for winning the first 2 legs of the triple crown although he doesn't deserve it. Azeri was great but didn't beat much all year. High Chapparel could get votes but he only had 1 U.S. race in the Breeder's Cup. I think the last Turf Horse to win Horse of the Year was All Along in 1983.
Rock of Gibraltar would have won horse of the year had he been able to win the Breeder's Cup but I don't see them giving it to him now.
