section 1...

you have 4 nines (9999).. push check, it will tell you how many you have right 1 green = 1 correct
if you get no green, none of the numbers is correct. change it to 0999, push check, no green try 1999... keep doing until you have a green light then move to the next number. Let say the first number is 3, try 3099, then 3199, etc until you get the second number... keep doing until you get all 4.

section 3...

you need to get to a total of 1111, the switches double each time
top left = 1, next one to the right is 2, next one to the right is 4, next to the right is 8...
row 2 from left to right 16, 32, 64, 128
bottom from left to right 256, 516, 1025, 2048

the total is because they are all down, push them all up and you will get zero. Look below for answer

cutting the wires.

it gives you two number FF0000 and 000000. So far the only explanation I have it that on the battery, red is the top wire, black is the bottom. SO with the numbers FF0000 is red and 00000 is black. multiply the numbers and it tells you which one to cut. I will looks for additional reasons as to why red is FF and black is 000

It's a numbers game.
Find the correct combination to the lock, then open up the keypad and place the loose digits in the correct order onto the keypad and enter 916312( There are 24 possible positions). Trial and error method works here. Then, you have switches that either adds numbers or subtracts to the original number of 4083.
Your goal is the manipulate the switches so that you end up with 1111.( switches are arranged in exponent fashion....example 2 to the zero power, 2 to the one power and so forth). Last hurdle is to decide which wire to cut.....just solve the equation for 225600 and cut the wire.

for the number pad drag, going from top to bottom, left to right, the order of drop is 9360. Then punch in number on left.
