It was Larry David, he sat in the chair and did the head bobs too. He talked about it on curb your enthusiam one episode.

I'm Seinfield fan also. You might already know this but if you like Larry David and Seinfield, try watching "curb your enthusiasm" on HBO its hilarious.

Larry David played Steinbrenner and a couple other roles in Seinfeld. One that I can remember off the top of my head in which he made an appearance was the episode where George thinks the cash register kept a $20 dollar bill of his. He thought this bc he had a bill with lips on it and when he left the store he didnt have it anymore. Later on in the show it turns out that he had that 20 all along when he buys gum at a bodega and the employee said they don't accept bills with red lips on them. That employee was Larry David. That is just one that I can think of right now.
