You talk about "estimates" and then right after say don't worry, it is just math, acting like they have absolute numbers (which they don't have) that get plugged into a formula which spits out an unbiased and objective answer. That can't be true when you have "estimates", the person "estimating" can control the outcome very easily and if it is exposed as wrong, they can just say, "I'm sorry, we had to estimate and we got it wrong this time" and wash themselves of any accountability.

No, it is just math. Based on the actuals that they get from employers who have filled it out, they do an estimate for those yet to come in.....and they use MATH. Since it is an estimate, it's temporary until they get more actuals. That's when they update it. This is how it has always worked, but you have a dipshit that doesn't know how anything works, so he claims it's rigged when the numbers change against his favor.
They don't have to fudge the numbers, because their job is to just report them. Until now. Now, they have to keep daddy happy or risk losing their jobs so fudging the numbers is likely.
