There's always going to be a percentage of people who want to receive welfare by choice, but that percentage is always going to be extremely minute.
It's human nature to want to be productive and make a living. What happens to a lot of people is either they have some kind of childhood trauma that leaves them emotionally unstable (rape, single parenthood, beatings, etc.). You also have to remember that a lot of the people you are talking about are addicted to drugs or alcohol.
One thing I have to really disagree with you on is providing conditional charity. I really hate it when people say they'll provide aid but only if the receiver of their aid acts a certain way. Either provide charity or don't. Don't put conditions on the charity you're offering (i.e., saying you only want to help if people are, "making an attempt").
