Ontario's police watchdog has been called in to investigate after a man threw his five-year-old daughter off a Toronto highway overpass Sunday night then jumped to his death.

The Special Investigations Unit is involved because officers were on the bridge and talking to the man during the incident. It was initially believed police were just near the bridge.

The SIU investigates incidents involving the police and civilians that have resulted in a serious injury or death.

Although the man was killed on impact by the three-storey plunge onto Highway 401, his daughter survived. She had some internal bleeding, but no broken bones and was listed in stable condition at Toronto's Sick Kids hospital on Monday afternoon.

She was also alert enough to be able to talk to her family.

Police said it's a miracle the little girl wasn't killed.

The girl's ordeal began around 4:30 p.m. on Sunday, after an apparent family conflict began to turn violent and public.

The Durham man started to taunt his estranged wife in a series of cellphone calls, saying he was going to kill their daughter. Police then tried to track the man down, following the phone calls. He apparently also left a suicide note.


About an hour later he was spotted on the Don Mills bridge over the 401 with the girl.

Horrified drivers on the highway watched as the man dangled his daughter over the bridge railing. Police arrived at the scene after a phone call from a driver.

The exact details of what happened next are unclear. It appears he threw the girl and then jumped himself shortly after. Neither was hit by cars, but he died while his daughter lived

"This guy was a loaded missile. He was going to kill himself and he was going to take his daughter to punish his wife for whatever he thought she had done wrong in the relationship," said O'Connor.

The police officers on the scene found it hard to come to terms with what happened in front of them.

"The officers are shocked, they're stunned. They're second-guessing themselves: if I'd got there a minute earlier ? if I'd done this, maybe if I'd ran?" O'Connor added.
