i was curious too:

Definition: (DOD) The deliberate radiation, reradiation, alteration, suppression, absorption, denial, enhancement, or reflection of electromagnetic energy in a manner intended to convey misleading information to an enemy or to enemy electromagnetic-dependent weapons, thereby degrading or neutralizing the enemy's combat capability. Among the types of electromagnetic deception are: a. manipulative electromagnetic deception--Actions to eliminate revealing, or convey misleading, electromagnetic telltale indicators that may be used by hostile forces. b. simulative electromagnetic deception--Actions to simulate friendly, notional, or actual capabilities to mislead hostile forces. c. imitative electromagnetic deception--The introduction of electromagnetic energy into enemy systems that imitates enemy emissions.

TV summed it up nicely with the textbook definition.

Sorry its taken so long to get back to you.

A more layman term definition of it would be:

To disguise our planes, tanks and weapons so they look like friendly's when the enemy is looking at his radar.
Altering the magnetic and electronic "signature" that every platform has and is identified by, to that of another platform, less volatile and dangerous to the person seeing it.

Sorry we were not this advanced in 1960's. If we were it was hell of a big secret. But what Marina said make sence to me. I had away to do that fancy stuff. I dug the hole deeper. We had some folks learn that lesson the wrong way.
