Please post the insurance company that is giving your mom the runaround. That's good information to know and somebody to stay away from especially if your mom feels intimidated. That's terrible!

Be very stern and usually just threatening to get a lawyer will start them jumping. Get the accident report and write a letter to them clearly stating the results of the officers accident report. Tell them you are also contacting the insurance commission in your state. And give them a time limit in which to rectify.
