Quartszite is like alot of isolated AZ towns where the rules of the old west over rule what many would consider what's "normal" in 2011.
These towns are more like the one depicted in the classic movie "Road House" where you have a man or family who is the boss even though they may have a city government and law enforcement.
In this case, "newcomers" (the sherrif) has called the town on years of questionable payments and money handling. A city in Cali had this issue where the entire city council was charged.
That money comes from the state or federal government and never makes it for intended sources. As far as I know, the battle continues today and probably will end with either someone leaving town or getting shot.
